Globale Mobilität von Auslandstätigen (GLOMO) (H2020 MSCA) 

Inhalt und Ziele

Die Förderung der Arbeitskräftemobilitätin ganz Europa ist ein zentrales Ziel der Europe 2020 Strategie und zielt darauf ab, den zunehmenden Arbeits- und Fachkräftemangel in der EU zu bekämpfen. Es wird erwartet, dass die grenzüberschreitende Arbeitskräftemobilität den einzelnen Bürgern, Arbeitgebern und der Gesamtwirtschaft zugutekommt. Die Marie Skłodowska-Curie Initiative "Global mobility of employees" (GLOMO) ist ein in Bamberg koordiniertes internationales Forschungsprojekt und Teil des Forschungs- und Innovationsprogramms Horizon 2020. Acht Partner aus ganz Europa werden Erkenntnisse über die globale Mobilität hochqualifizierter Migranten gewinnen.

GLOMO konzentriert sich auf die globale Mobilität von Arbeitskräften in die EU und zwischen EU-Ländern und die damit verbundenen Auswirkungen auf Karrieren mit dem Ziel, die Arbeitsmobilität effizienter und vorteilhafter für alle Beteiligten zu gestalten. Während zahlreiche politische Empfehlungen auf nationaler als auch auf EU-Ebene entwickelt wurden, sind detailliertere, wissenschaftlich fundierte Kenntnisse über die Mechanismen, Gelingensbedingungen und Auswirkungen globaler Arbeitsmobilität erforderlich - sowohl auf national gesellschaftlicher (Makro) und organisationaler (Meso) bis hin zur individuellen (Mikro)Ebene.
 

GLOMO erforscht Motive und Ziele sowie Dynamiken und Hindernisse für eine globale Arbeitsmobilität und internationale Karrieren.

Zu diesem Zweck erarbeitet das Forschungskonsortium Fachwissen über die Auswirkungen auf Karrieren und betrachtet dabei die Phase vor der Migration (Säule 1), die Entwicklung von Karrierekapital im Ausland (Säule 2) sowie die Auswirkungen einer internationalen Im-/Mobilität (Säule 3). Übergreifend beeinflusst die individuelle Sinngebung (Säule 4) Strukturen (Makro, Meso) und Verhalten (Mikro) (siehe Abbildung 1).

Die mittels State-of-the-art Forschungstechniken erarbeiteten Forschungsergebnisse tragen dazu, dass sowohl politische Entscheidungsträger als auch Forschende wohl informierte Entscheidungen treffen.

Methode

Der Forschungsansatz ist interdisziplinär (Betriebswirtschaftslehre, Ökonomie, Psychologie, Soziologie, Pädagogik, Recht) und umfasst qualitative und quantitative Methoden auf allen Analyse-Ebenen (Mikro, Meso und Makro). Gesellschaftliche Relevanz und Nutzung der Ergebnisse

Die Förderung der Arbeitskräftemobilität in ganz Europa ist ein zentrales Ziel der Strategie Europa 2020 und zielt darauf ab, den zunehmenden Arbeits- und Fachkräftemangel in der EU zu bekämpfen. Es wird erwartet, dass die grenzüberschreitende Arbeitskräftemobilität sowohl den einzelnen Bürgern als auch den Arbeitgebern und der Gesamtwirtschaft zugute kommt. Darüber hinaus ist die Mobilität innerhalb der EU ein Mittel zur Förderung der europäischen Integration. Obwohl die Migration in die OECD-Länder zunimmt, was vor allem auf die Mobilität der Menschen innerhalb der EU zurückzuführen ist, liegt die Migration in und innerhalb Europas immer noch unter den Zielvorgaben.

Trotz eines vorteilhaften Rechtsrahmens für Mobilität sehen sich Migranten nach wie vor mit einer Vielzahl von Problemen und Hindernissen konfrontiert, die die internationale Karriere behindern, indem sie die grenzüberschreitende Arbeitsmobilität behindern. Die Beschäftigungsaussichten für Einwanderer liegen unter denen der Einheimischen, und Überqualifizierung, d.h. Beschäftigung unter Qualifikationsniveau, ist in den meisten europäischen Ländern weit verbreitet. Folglich ist das Entwicklungspotenzial der Einwanderer noch lange nicht ausgeschöpft. Aus diesem Grund fordert die Europäische Kommission ein umfassenderes Bild, um Einstellungsschwierigkeiten oder Qualifikationslücken zu begegnen. Über internationale Mobilitätsmuster und die Dauer von Migrationsepisoden sowie die Bindungsprozesse ausländischer Mitarbeiter ist wenig bekannt. Es besteht ein beträchtlicher Spielraum, um die bestehende Arbeitsmobilität effizienter und für alle Beteiligten vorteilhafter zu gestalten.

GLOMO konzentriert sich auf die globale Mobilität in und innerhalb der EULänder und die damit verbundenen Auswirkungen auf die Karrieren. Die grundsatzlegenden Informationsschriften und Forschungsarbeiten deuten darauf hin, dass das zukünftige Europa eine noch höhere und natürlichere Mobilität erleben wird. Um sicherzustellen, dass Europa dafür bereit ist, ist es unser Ziel, systematisch Wissen über das Phänomen der Mobilität und seine Implikationen (Erfolgsfaktoren, Effekte und Wertschöpfung) zu generieren.

Basierend auf den wissenschaftlichen Erkenntnissen der 15 Teilprojekte wird GLOMO einen hochmodernen interdisziplinären, mehrstufigen Rahmen schaffen, der eine Vielzahl von Einflüssen auf internationale Karrieren mit Einblicken in eine Vielzahl von länderspezifischen Besonderheiten verbindet.

Auf der Grundlage der Forschungsergebnisse wird GLOMO ein Auditinstrument "Internationaler Arbeitgeber" für öffentliche und private nicht-akademische Organisationen entwickeln, das Organisationen dabei unterstützt, qualitativ hochwertige Arbeitsbedingungen für internationale Mitarbeiter anzubieten. Das Audit wird sicherstellen, dass die Forschungsergebnisse über die Beschäftigung internationaler Arbeitskräfte auch auf organisationale Praktiken übertragen werden können.

Bamberger Kompetenzen

Das Gesamtprojekt wird von Prof. Dr. Maike Andresen (Otto-Friedrich-Universität Bamberg) koordiniert. Sie profitiert von ihrer Projektmanagement-Erfahrung aus mehreren EU-finanzierten Projekten in den letzten 15 Jahren sowie ihrer Forschungs-Expertise im Gebiet der internationalen Mobilität von Erwerbstätigen und deren Karriere.

Prof. Dr. Andresen und ihr Team werden auf die bestehende Forschungsexpertise in den Bereichen Expatriierung, Repatriierung, globale Karrieren und Personalentwicklung aufbauen. Es werden neue Forschungsergebnisse zu folgenden Aspekten vorgelegt werden:

  • Die Übertragbarkeit von Karrierekapital zwischen verschiedenen Ländern und Berufsfeldern von entsandten und selbstinitiiert Auslandstätigen.
  • Die Beschäftigungsfähigkeit von hochqualifizierten Migrantinnen und Migranten im Ausland, einschließlich Kontextfaktoren auf individueller, organisationaler und nationaler Ebene, die sich auf die Beschäftigungsfähigkeit von Migrantinnen und Migranten auswirken.
  • Die Einbettung der selbstinitiiert Auslandstätiger im Ausland und Ansätze, sie langfristig in Organisationen und Ländern zu halten.
  • Die Auswirkungen der Vereinbarkeit von Beruf und Privatleben auf den Erfolg von Expatriierungen.
  • Ableitung relevanter Implikationen für Einzelpersonen, Organisationen, europäische Gesellschaften und Volkswirtschaften.

Sie wird zusammen mit anderen hochrangigen Forscherinnen und Forschern Schulungen durchführen, um das Verständnis der Nachwuchswissenschaftlerinnen und Nachwuchswissenschaftler für das komplexe multidisziplinäre Phänomen der internationalen Mobilität (weiter) zu entwickeln. Das gemeinsame Forschungs- und Ausbildungsprogramm wird in einem interdisziplinären Netzwerk von Expertinnen und Experten auf diesem Gebiet durchgeführt.
