Towards a Europe of Educational Regions? Patterns of Regional Integration at the Intersections of EU Regional and Higher Education Policy 

 Even though Higher Education (HE) policy is dealt with at the national level and is not an EU competence, it increasingly appears in European frameworks in terms of cooperation both with and without the support of the EU. The proposed doctoral research analyzes the increasing EU involvement in HE policy through policy areas, which – unlike education – are a competence of the EU. Despite the inclusion of HE in EU regional policy, little research has been dedicated to the relationship between EU policy frameworks for regional development and specific policy areas, such as HE policy. The objective is to uncover how regional policy, as a traditional and strong EU policy backed with funding, influences European cooperation in the area of HE. An experimentalist governance perspective accommodating insights from European integration theory is adopted to map out governance features of both considered policy areas. Their effects are then assessed by examining specific instances of cross-border cooperation in HE in the manner of two case studies. The proposed research is guided by the following question: How does including the area of HE in EU regional policy influence cross-border cooperation in HE and the development of EU HE policy?
