Towards a Europe of educational regions? The emergence of higher education regionalisms
in Europe and their contribution to European and EU education policy.

 

Due to the shift in approaches to the governance in and of higher education towards state
steering and market-basedness, the intersection between education, governance and the
economy appears essential for understanding the development of higher education
institutions (HEIs) and higher education (HE) policies in the 21st century. Having traditionally
been a public good in the hands of national and/ or regional governments, education policy
in Europe is more and more conceived of as a shared competence in European regions, the
EU and beyond. The emergence of European education policy is bound to voluntary and
functional political processes, of which the Bologna Process and the resulting European
Higher Education Area (EHEA) are the most prominent examples.
In recent years the policy field the two principles of voluntarity and functionality have also
been mainly applied to is regional policy. Few research has been dedicated to the
relationship between sectoral policies, higher education policy is belonging to, and regional
policy despite their close interconnectedness in several initiatives of European regional
policy such as in the European Groupings of Territorial Cooperation (EGTCs) and the EU’s
macro-regional strategies (MRS). By exploring the intersections of regionalisms and higher
education policy this research project takes account of the development of regional higher
education (HE) initiatives and policy arrangements arguing that European education policy
is emerging due to the summary of regional HE governance and HE policy initiatives transcending the former principles of subsidiarity and national responsibility for (higher)
education policy.
