Internal Operations

“We make sure that the university’s ‘business’ is running smoothly,” says Kurt Herrmann when describing the fields of activity which fall under the “Internal Operations” segment of his division. He and his staff observe and constantly strive to improve operating procedures between the university’s many institutes.

Management of the entire university’s postal and courier services is just one of the things that keep Kurt Herrmann’s team “constantly in motion.” This area of responsibility is the basis for collaboration with the project group charged with establishing a document management system (DMS) at the University of Bamberg.

In addition to its more general duties and responsibilities, the division is also currently working on the structural introduction of an internal auditing system.
Due to the varied, highly networked nature of its duties and responsibilities, the Internal Operations and Site Management Division collaborates with the university’s permanent working groups for Organizational Development and for Controlling and Managerial Accounting.

Site Management

Site Management covers a broad spectrum of activities. This begins with the creation of site requirement analyses which are projected based on university capacity relative to specified facility requirement figures. Concrete facility requirements are determined according to needs-based analyses conducted by the respective faculties and academic subjects. These are established based on required office and institutional facilities, as well as on the specific requirements pertaining to, for example, classrooms and library facilities. A use model is then developed, and it must either be optimized to fit floor plans of existing structures, or, in ideal cases, flow into the process of planning new construction projects.

Conceptual planning is carried out with a view to concentrating on as few sites as possible and to achieving the long-term goal of a “university in the city.”
There is currently a striking imbalance between available facilities and actual demand. The Internal Operations and Site Management Division supports the university board of management in their ongoing efforts to minimize this deficit. Recent experience, marked by a dramatic rise in demand for facilities of all kinds, has shown that, aside from initiating new construction projects, this demand can only be dealt with promptly by leasing additional sites.

Site Management also refers of course to the maintenance of existing facilities and their modification or renovation with the goal of meeting changing demands.

Site Management necessitates broad cooperation with non-university institutions. The planning and execution of construction projects requires constant cooperation with the governmental planning department. Construction projects should, to the greatest extent possible, meet the requirements of future users, but they must also account for legal and technical specifications, as well as budgetary limitations.

In cases where facility deficits are balanced by external lease agreements, cooperation is extended to lessors and landlords, and where applicable to developers or the Free State of Bavaria’s real estate administrators, who, in such cases, assume principal responsibility in contractual matters.
Site Management is also responsible for the practical assignment and use of rooms and facilities. The Z/AZ division works closely with the university’s academic faculties and their room scheduling staff to develop and implement university-wide classroom and facilities scheduling plans.
